The Government of Haryana has launched "State Incentive Scheme on Sanitation" (SISS) for the villages to promote accelerated sanitation coverage, eliminate the practice of ‘open defecation' to promote environmental sanitation in rural areas of the state and to encourage the masses to deposit 100% electricity bills. The Scheme would be implemented from the financial year 2007-08. Awards/incentives to the clean Gram Panchayats will be given in the form of cash along with the certificate of merit on any national or state important day as may be decided by the state government from time to time at Block, Districts and at the State-level. The cash award will be @ Rs.2.00 lakh to one Gram Panchayat at the block level, @ Rs.5.00 lakh to one Gram Panchayat at the district level and @ Rs.20.00 Lacs, Rs.15.00 Lacs and Rs.10.00 Lacs respectively to GPs standing First, Second and Third, respectively at the State-level. During the year 2008-09 , budget provision for the scheme was Rs.393.00 Lacs. Finalization of State-level awards is under consideration. A budget provision amounting Rs.393.00 Lacs has been earmarked under the scheme for the year 2009-10.
