The Swachh Bharat Mission-Gramin was launched by the Hon'ble Prime Minister of India w.e.f. 2nd October, 2014 with the objective to bring about an improvement in the general quality of life in the rural areas by achieving the open defecation free status through accelerated sanitation coverage to access to toilets to all by 2019 and scientific management of solid and liquid waste in rural areas.
According to 73rd Constitution Amendment Act 1992, Sanitation is included in the 11th Schedule. Accordingly, Gram Panchayats have a pivotal role in the implementation of Swachh Bharat Mission-Gramin. Panchayats have been given responsibility to carry out the social mobilization for construction of toilets and also maintain the clean environment by way of safe disposal of solid & liquid waste.
In order to promote the role of Gram Panchayats in sanitation as envisaged in the constitution, the State Government took a decision to incentivize such Gram Panchayats which achieve Open Defecation Free (ODF) status. The Hon'ble Chief Minister of Haryana has announced an incentive Scheme of Rs, 1.00 lakh to each GP, Rs. 5.00 lakh to each Panchayat Samiti and Rs. 20.00 lakh to each Zila Parishad on achieving the Open Defecation Free status.

Problems to be addressed
To eliminate the practice of open defecation by sustaining behavior change among the rural communities and to promote clean and green environment by managing Solid & Liquid Waste of the rural areas.
Objectives of the Scheme
- To develop open defecation free and clean villages/Gram Panchayats.
- To give incentive money to the GPs to sustain the initiatives taken by them to eliminate the practice of open defecation from their respective geographical area by way of full sanitation coverage.
- To increase social mobilization in Swachh Bharat Mission-Gramin implementation, by recognizing the catalytic role played by GPs in attaining ODF status with the involvement of the community.
- To promote clean and green environment by way of a sustainable best practices on Solid and Liquid Waste Management.
To create the sense of competition among the Gram Panchayats for attaining the ODF status in a sustainable mode.
All the inhabitants of the Gram Panchayats of Haryana State shall be the target beneficiaries under the scheme on achieving the ODF status by a particular Gram Panchayat.
The Financial Incentive of Rs, 1.00 lakh to each GP, Rs. 5.00 lakh to each Panchayat Samiti and Rs. 20.00 lakh to each Zila Parishad on achieving ODF status.
Distribution of Incentive to Gram Panchayat
The incentive and certificate will be given to all the eligible/ qualifying GPs/PSs/ZPs by the Hon'ble Chief Minister/ Minister in a State level Function or by Deputy Commissioner concerned at District level on any occasion including Republic Day and Independent Day.
Utilization of incentive money
Incentive money will be used for maintenance of the community sanitation & hygiene facilities i.e. Community Sanitary Complex/ Public Toilets/ SLWM.
The State has prepared a Cluster-based approach to achieve the status of ODF by December, 2017. Cluster approach refers to a cluster of 5 GPs (may be more or less according to number of households) in proximity to each other in a block having about 2000 households, where a team of 4 motivators with the guidance and support of Block Coordinator will work for 6 weeks (1.5 months) in an intensive manner and withdraw after 6 weeks when the GPs have achieved ODF status to take up another cluster of GPs or any other strategy. The approach has already been implemented in the State.
The scheme will be implemented by the Haryana State Swachh Bharat Mission Society registered under the aegis of Development & Panchayats Department, Haryana with the association of elected representatives of PRIs through the functionaries of the department and DRDAs as well.
No separate staff is needed for implementation of scheme and staff appointed under Haryana State Swachh Bharat Mission Society at the state and district level will implement the scheme.
Source of Funding: Source of Funding for the scheme will be the State Government.
The Government of India, Ministry of Drinking Water & Sanitation has fixed a goal of achieving the status of ODF by 2nd October, 2019. The Haryana State has fixed this goal to be achieved by December, 2017. In case of slippage, the target shall be achieved before October, 2019.
Evaluation and impact assessment
An evaluation and impact assessment of the scheme will be got done through an Independent agency on attaining the status of ODF Haryana.
The sustainability of ODF Gram Panchayats is a big issue because it is a matter of behavior change. To ensure the sustainability, different behavior change activities will be carried out under Swachh Bharat Mission-Gramin. The community will be involved in all activities for creating awareness about improved sanitation & hygiene practices. In addition to this, other stakeholders will be involved to create awareness among the people about sanitation & hygiene ON their own. The Gram Panchayats will also be responsible for maintaining and sustaining the status of ODF.The Budget for the year 2017-2018 is 7.50 crore
